The Federal Highway Administration (FHWA), in conjunction with the Association of State Highway
and Transportation Officials (AASHTO) has developed this National Highway Specification website
(NHS), to serve the highway construction community and meet the important objectives outlined
by the AASHTO Subcommittee on Construction in its Resolution 99-0. This site consists of an
electronic library of currently approved standard highway construction specifications and supplemental
specifications from state highway agencies and highway-related organizations throughout the United
States. It includes the most current approved standard specifications and supplements. Equally
important, it contains innovative and emerging special provisions to include warranty and
performance-related specifications (PRS), quality assurance (QA) specifications, design-build,
and other innovative provisions and reports of interest to the highway construction community.
The library uses current state-of-the-art methods to electronically access and search these
specifications.
The NHS serves as a clearing house and electronic library where users can search, review,
cross-reference, and download the most current specifications and other specification-related
documents. The NHS also provides web-based discussion forums for hot topics in areas such as
PRS, design-build, warranty specifications, QA, and other innovative special provisions. The
NHS provides access to the American Society of Testing and Materials (ASTM) database of most
current summaries of ASTM standards, and static links to all specification-related websites
currently available on the web.
The documents for each agency in the NHS are organized by category and topic. Users can
select specifications either from a single agency under a specific topic area corresponding
to the AASHTO guide specification format, or search a particular category across multiple or
all agency specifications. This organizational structure will facilitate a wide variety of
research needs.
